Credentials and Certifications

Mr. Kaiser is a Certified Instructor for HAZMAT Safety under California Government Code 8574.19-23 through the Governor’s Office of Emergency Services (Credential #4179). Mr. Kaiser has also received Certification from the National Emergency Response and Rescue Training Center through the U.S. Department of Justice in preparing for and responding to weapons of mass destruction.  Additionally, he is certified by the California Specialized Training Institute regarding emergency management of hazardous materials, as well as through the CAL EPA/DTSC California Compliance School training on hazardous materials management.  He also received certification from SWANA in Managing Hazardous Waste Collection Facilities.  Mr. Kaiser is an Authorized Instructor for Occupational Safety and Health Standards for Construction and General Industry having meritoriously completed coursework from the U.S. Department of Labor, OSHA Training Institute Education Center Region IX, in Occupational Safety and Health Standards.  He has also received specific certification as an Instructor for OSHA 29 CFR 1910.120 (HAZWOPER) and for Uniform Hazardous Waste Manifest training as required by the US EPA, 40 CFR, Parts 260/261/262/263/264/265 and 271 Regulations.

Mr. Kaiser’s academic background includes a Bachelor’s Degree in Behavioral Science and a Master’s Degree in Urban and Regional Planning with an emphasis on environmental resources management.  He has been a guest lecturer at the University of California, Santa Barbara.

Professional Background

In over 3 decades of government service, Mr. Kaiser held significant positions in the fields of law enforcement, hazardous waste management, and code enforcement.  As a law enforcement officer, Mr. Kaiser served in a variety of assignments including: special investigations, interagency task forces, training officer and civil emergency management planning.  Mr. Kaiser’s additional experience includes integrated waste management regulatory and statutory compliance programs and as a Division Manager responsibility for a variety of programs related to hazardous waste operations, hazardous waste collection facility development, disposal site remediation, resources conservation and alternatives to waste disposal.

Mr. Kaiser held positions as a Health and Safety Officer responsible for staff training in procedures, regulations, and policy related to hazardous waste operations and OSHA worker safety compliance.  Over the years, while a Division Operations Manager and administrator of a state-recognized publicly owned and operated Hazardous Waste Collection Facility, his program direction and leadership garnered multi-million dollar state grants for hazardous waste management programs and special commendation from the California Integrated Waste Management Board.

As Division Manager and the Health & Safety Officer, Mr. Kaiser was responsible for staff health and safety training, OSHA compliance, and regulatory agency coordination.  He regularly interfaced with organizations such as FEMA, USACOE, CA Office of Emergency Services, Department of Toxic Substances Control, OSHA, CAL EPA, US EPA Regional Water Quality Control Board, USFWS, local enforcement, and other government agencies on numerous regulatory compliance projects. He continues to maintain positive ongoing professional relationships with these organizations. As the Health & Safety Officer, Mr. Kaiser was additionally responsible for his Department’s complete adherence to statutes and regulations pertaining to worker health and safety, hazardous waste management operations, solid waste program planning and implementation, site remediation, and related waste disposal matters.

Over the years, Mr. Kaiser has been instrumental in assisting hundreds of businesses along with government agencies comply with hazardous waste management protocols, regulatory compliance and the proper handling of hazardous materials from their operations.

In his final public service capacity, Mr. Kaiser managed and administered an Enforcement Division responsible for public health and safety.  That Division ensured business and public compliance through enforcement of state and local ordinances and laws.

Besides being a devout family man, Mr. Kaiser is active in the local community and sits as a current Director elected to several Boards including the Casitas Municipal Water District, Ojai Valley Sanitary District, and the Ventura County Regional Energy Alliance.  Over the years, he has coached local youth sports and proudly served as an official for high school football.
